PCD Obsno, 169685 doesn't appear to have a coordinate mapped. Should this mapped based on the entered Township Range Section?

PCD observation 170865 doesn't have a matching point line or polygon mapped for it. I assume it needs an associated feature.
Also, it occurs at the same general location as observation 161930, I wonder if they are connected somehow? Below is a screen shot circling where the observation 170865 should generally be mapped and where 161930 is currently located.

Hi again Jim,
Here's a list of PCD obsnos that do not have an associated feature mapped. It looks like they all are Michael Mancuso observations associated with EO #6 of Eriogonum ochrocephalum var. calcareum, Calcareous Buckwheat. I am wondering if there is anything mappable for these observations? If not, how do we want to manage these types of 'unmappable' revisits to an EO?
