I have heard that this area had lost water rights but now water was being brought back. Is there water in this area for waterfowl? Also is there an online map for hunt able areas on the marsh?

I have been waterfowling hunting near chesterfield reservoir and I have noticed alot of "no hunting" signs on access points on the Portnuef River that haven't been there in the past. I was wondering if these were placed there by the Fish and Game or if someone just thinks they are being funny.
Is it legal for one person to have two loaded shotguns in possession while hunting waterfowl?
I have read in the regulations and tried to find more information on it but I may be looking in the wrong spot. All that I could find in the regs was that to hunt pheasant on WMA land you needed your WMA Upland Game Permit. I saw nothing for an upland game waterfowl permit. I just don't want to hunt there without it and get in trouble if I am supposed to have it.
