Is it possible to not be drawn in an unlimited archery antelope controlled hunt during the first controlled hunt draw??

Why is there a "convenience fee" for submitting a controlled hunt application online? It seems that, if anything, there should be a "convenience discount" as IDFG does not have to manually handle/input the application therefore saving IDFG man-hours and money.
if we are not picked in the first draw.Will or tickets go in for the second draw. Or is the second draw only for those who by tickets after MAY 31?

When is the second choice on a controlled hunt application considered? Also, If I put in for an unlimited hunt as a second choice will it be given to me if I'm not chosen for the first?
It is clear from the March 31st press release on Moose, Sheep, and Goat Controlled hunts that one may not apply for a controlled hunt for another species, with exceptions. However, if I were to apply for a deer controlled hunt, may I still apply for an elk or pronghorn controlled hunt? Please also let me know how likely it is (based on previous years data and your best guess) that there will be leftover nonresident general season tags available for deer and elk.
When putting in for a controlled hunt with mutiple people does that application count as one or the # of people that put in on application? Example: Four hunters enter their licence # for a unit 42 controlled deer hunt, is only one licecnce choose for all four hunters or are all four #'s entered?
If 2 people are on the same application do both names go in the drawing? If so, then if 1 name is drawn do both individauls receive the same tags? Or is it that 1 name goes in the drawing and if that name is drawn, both individauls would receive tags?
