Primary responsibility for species classified as federally endangered or threatened (Endangered Species Act (ESA)) rests with the US Fish and Wildlife Service (USFWS). However, the Secretary of the Interior does negotiate cooperative agreements to provide financial assistance to states for the conservation of endangered and threatened species. The goal is to de-list species based on recovery, such as the Peregrine Falcon.
